This is Flёur, only spelled with the letter "Latin E with Diaeresis" instead of "Cyrillic Io". They're from Odessa, and they sing in Russian. The dots are there because it makes the name sound like the Russian word "Флёр", (veil, from the German "der Flor"), while being spelled like the French word "Fleur" (flower).
